MANILA (AFP) - A group of Filipino fishermen have accused China's coast guard of shooting at their vessel in disputed South China Sea waters, Philippine authorities said on Friday (April 21).+ F! D2 N# Q9 o) m) o0 P

0 T" J- R+ P1 X0 vPhilippine officials said they were investigating the reported attack on the Princess Johann boat, which the crew said occurred near a Chinese-occupied section of the Spratly archipelago on March 27. There were no casualties during the incident, authorities added." I" q, @& P) R$ k3 Z* X$ p- ?7 d

$ \9 n/ e' N% S$ N"(Princess Johann) was reportedly fired upon seven times by a Chinese speedboat with seven Chinese coast guards on board," a Philippine Coast Guard statement said.
! T) W0 ?* }' P; t) w% l
+ N/ }# u& c5 k, Y$ [7 jThe armed speedboat approached the Filipino vessel after it dropped anchor about 3.7km off the Chinese side of the Union Banks atoll, it said.
+ U! O& M& c5 }, R4 C$ N2 v* t+ f8 j* [( X
"The crew hid and eventually cut their anchor line and fled the area," the statement added.

Representatives at the Chinese embassy in Manila could not be reached for comment on Friday.

If confirmed, the incident would be the first hostile episode in nearly a year involving the two countries, which have seen warming relations since Philippine President Rodrigo Duterte was elected in mid-2016.

Both the Philippine coast guard and military are investigating the incident.

1 }% V7 V! Z' m, x; r"(The Union Banks) is located inside the Philippines' exclusive economic zone," military spokesman Brigadier-General Restituto Padilla said.

The UN Convention on the Law of the Sea grants coastal states exclusive rights to develop and exploit natural resources in the waters that extend up to 370 km off their coasts.

But China claims most of the South China Sea and in recent years has been building up disputed reefs into artificial islands that can house military facilities.

Brunei, Malaysia, Taiwan and Vietnam also claim the Spratlys either wholly or in part.

Reversing the course set by predecessor Benigno Aquino, Duterte has sought to improve his nation's relations with Beijing by adopting a non-confrontational approach over their competing claims in the strategically vital waters., w7 [7 K9 j+ l$ X& z5 L7 z3 E

Since then, Duterte said China has allowed Filipinos to fish in waters around the Scarborough Shoal, another outcrop in the South China Sea that Beijing seized in 2012 after a stand-off with the Philippine Navy.

Magdalo Rep. Gary Alejano, who has filed an impeachment complaint against President Duterte for his defeatist stance in the South China Sea dispute, urged the Department of Foreign Affairs (DFA) to demand an explanation and an apology from China for the incident.: o% `2 R* z7 j3 H# P, \) |( M# F

# _8 p' A# a6 c6 E  NIn a statement, Alejano condemned “in the strongest terms” the “aggressive acts” of the Chinese Coast Guard, which reportedly fired warning shots to prevent the Filipinos from fishing in Union Bank.

Last year, the Philippines won a judgment from the UN-backed Permanent Court of Arbitration in The Hague in a challenge to China’s claim to nearly all of the South China Sea.8 R( X2 H! ^4 Q$ Z

The tribunal invalidated China’s claim, declaring that it had no basis in international law and saying it had violated the Philippines’ right to fish and explore for resources in the West Philippine Sea, waters within the country’s EEZ in the South China Sea.

China rejected the ruling, insisting it had “undisputed sovereignty” over the South China Sea but offering a settlement with its rivals through bilateral negotiations.

A self-styled socialist, Mr. Duterte made friendly overtures to China and visited Beijing in October to begin repairing relations that had been frayed by the Philippine arbitral action.

“According to the initial reports, it was the Chinese Coast Guard that was involved in the Union Banks incident. However, in our meeting with the fishermen themselves, we [learned] that it was actually a Chinese Navy ship [that was involved],” Magdalo Rep. Gary Alejano said in a statement.

' U& M2 T6 p/ H; @1 qAlejano traveled to Mariveles in Bataan province on Saturday to look for the fishermen and their boat, the Princess Johanna. He found them in Sisiman village, Mariveles, and they told him that a big gray ship watched as a gray speedboat came at them firing warning shots.

Alejano showed the fishermen photographs of Chinese Navy ships and the People’s Liberation Army uniform, and they told him both resembled what they had seen at Union Banks.+ S! y0 N' R# o3 [7 C

9 V, N1 k* U( [- `4 _Orlan Dumat, 28, one of the fishermen, said seven Chinese men in gray uniforms came in a speedboat and turned back his group by firing shots in the air.

. o% E0 o' ~7 P- c, cWhen their story finally reached the government’s attention, Philippine Coast Guard officers went to Mariveles to investigate, but chided the fishermen for telling their story to the press first before reporting what happened to the authorities.

Alejano last week urged the government to file a strong protest against China over the incident.

The fishermen were probably referring to the structures on the artificial islands built by China on three reefs in Union Banks, all claimed by the Philippines—Mabini Reef (Johnson South Reef), Gavin Reef and McKennan Reef (Hughes Reef).
